This recognition marks a significant milestone for the Institute, affirming that Together Facing the Challenge demonstrates favorable, sustained outcomes in preventing foster care placements and supporting the success of children in treatment foster care settings.
The Title IV-E Prevention Services Clearinghouse, an initiative of the U.S. Department of Health and Human Services, reviews and rates programs using a rigorous research-informed process. Programs are evaluated across four tiers: Well-Supported, Supported, Promising, and Does Not Currently Meet Criteria. A "Supported" rating indicates that the program has been shown-through studies of moderate design and execution-to produce meaningful, lasting improvements in child and family well-being.

Together Facing the Challenge was developed as a collaborative effort between Maureen Murray, Betsy Farmer, PhD, and Barbara J. Burns, PhD, based on nine years of treatment foster care (TFC) studies. The program equips treatment foster care agencies and foster parents with structured, evidence-based tools and practices to improve the experiences and outcomes of youth in care.
The program is also recognized by the California Evidence-Based Clearinghouse for Child Welfare (CEBC), where it has been reviewed and rated for its relevance and effectiveness in the child welfare field. This additional endorsement further affirms the program's value in improving outcomes for youth in foster care.
